Navigating the Rules for Inter-state Car Transport: Your Guide to RTO Regulations

Car relocation to a new state is thrilling and hard. Understanding and following Regional Transport Office (RTO) interstate automobile transport guidelines is crucial to this transformation. This thorough guide covers everything from document acquisition through re-registration, vehicle tax, and RTO importance.

Understanding the Need for Re-Registration

Many people are unaware that re-registering their vehicle is required when moving to a new state. The RTO needs re-registration to keep its vehicle and owner database current. The district RTO assigns license plates to each vehicle to streamline traffic restrictions and tax collection.

When Re-Registration is Required

If you want to relocate your car to a different state for more than a year, you must re-register it. This includes paying the new state’s road tax. Submit the new road tax receipt to claim compensation for road tax paid in your former state. After this refund, you must follow your new state’s re-registration rules.

The Re-Registration Procedure

The re-registration process involves several steps and the submission of specific documents. Here’s a breakdown of the procedure:

Step 1: Obtain a No Objection Certificate (NOC)

You need a Regional Transport Office No Objection Certificate (NOC) to re-register. You must meet these criteria to get the NOC:

  • NOC from the Traffic Department: This certifies that you have no pending fines or violations.
  • Official Report from the National Crime Records Bureau (NCRB): This document confirms that your vehicle has not been involved in any accidents or reported as stolen.

Documents Required for NOC and NCRB

You’ll need to gather the following documents to obtain the NOC and NCRB report:

  • Driving license
  • A letter addressed to the Deputy Commissioner of Traffic
  • Registration Certificate
  • Car insurance papers
  • Pollution Under Control (PUC) certificate
  • Address proof of the car owner
  • Clearance letter from the financing bank (if your car is under a loan)

Step 2: Visit the RTO

Visit your state’s Regional Transport Office (RTO) after receiving the NOC and NCRB report. You must send these documents:

  • Form 28: Application for No Objection Certificate and Grant of Certificate
  • Registration Certificate
  • Documents confirming payment of road tax
  • Insurance documents
  • PUC certificate
  • NOC from the traffic police
  • Clearance from NCRB
  • NOC from the financing bank (if applicable)

Once you’ve submitted these documents, you can expect to receive your NOC from the RTO after a few days.

Step 3: Re-Registration and Interstate Transfer

After receiving the NOC, you can re-register your car in your new state. This step requires these documents:

  • Registration certificate from the previous state
  • Form 20: Application form for the registration of the vehicle
  • NOC received from the previous RTO
  • Form 27: Application form for assigning a new registration certificate to a vehicle (if the car is under hypothecation, a duplicate copy of this will be returned to the financing bank after re-registration)
  • Form 33: Change of address
  • Copy of the address proof
  • Copy of the driving license
  • Attested copy of the PUC certificate
  • PAN Card or Form 60 or Form 61, as relevant
  • Passport-sized photos of the applicant
  • Lending bank NOC (if the vehicle is under a loan)

After submitting these documents, you can expect to receive your new registration number within a few weeks.

Step 4: Payment of Road Tax

Post re-registration, you’ll need to pay road tax again in your new state. Only after this payment is made, will you be eligible for reimbursement of the previously paid road tax. The following documents are required for this process:

  • Proof of ID
  • Proof of address
  • New registration certificate
  • Old registration certificate
  • Insurance policy with the new registration number
  • Application for Road Tax Refund
  • Updated and signed Form 16

Upon submission of these documents, the RTO in your new state will contact the previous RTO for registration number authentication, and the old RTO will issue a Certificate of Registration Transfer of the vehicle (CRTI). The refund will be processed within six months post CRTI issuance.

Step 5: Cancellation (If Plans Change)

In case you are unable to move to your new state within the designated time frame or if your plans change, you can apply for the cancellation of the NOC you received from the original RTO. Approach the RTO and request the procedure to cancel the NOC. The RTO will issue a Non Utilization Certificate (NUC) for the NOC.
